US & Canada Payroll Manager

Summary

The US and Canada Payroll Manager is responsible payroll and time and attendance functions and activities related to the preparation and settlement of payroll. Ensures the payroll processes are accurate and timely in all facets of operation and execution. Evaluates current systems and recommends and develops operating efficiency improvements.  Manages staff and contractual relationships with external payroll vendors.  Responsible for setting payroll strategy consistent with best practices and overseeing existing and payroll solutions in alignment with the global strategy and Center of Excellence. Develop and manage strategic plan for payroll, building cross-functional relationships within the organization. Continually benchmark current practices to understand and propose leading edge process, tools and capabilities. Interacts with a broad array of end users to ensure business payroll and time and attendance solutions are properly defined and maintained.  Develops, implements and oversees the creation and maintenance of policies and short-and long-term planning for payroll and time and attendance.  Oversees and coordinates the planning,  implementation and administration of programs to develop, adjust, and/or enhance the payroll and time and attendance systems due to changes in organization policies and compensation initiatives.

Responsibilities

 

  • Responsible for all aspects of payroll function and time and attendance system for US and Canada including the implementation and administration of payroll and time and attendance policies and procedures in compliance with the organization.  Coordinates and processes all weekly, semi-monthly, and special compensation, and the issuance of special off-cycle payments.
  • Ensure accurate and timely payroll processing occurs as well as business continuity through cross-training and strong documentation of process steps.
  • Align with audit requirements for validating US and Canadian payroll each month. Determine best practices for this process.
  • Remain current on all new US state and federal government regulations and Canadian regulations involving payroll matters.
  • Recommend process improvements to enhance efficiency.
  • Manages vendor preparation and timely filings of all local, state, and federal tax.
  • Directs staff, including providing coaching and training, setting goals, evaluating performance, planning staff assignments and development.
  • SOX, SAS70, and Other Controls: Develop and/or maintain documentation of all Payroll controls and procedures. Coordinate and manage the production of all SOX deliverables relating to Payroll. Implement control processes as required to ensure consistent and robust compliance with all required accounting policies and controls. 
  • Owner of SOX payroll narratives.
  • Develop thorough understanding of the capabilities and shortcomings of existing systems and applications, and opportunities to leverage and scale where possible.
  • Understand payroll related accounting principles, partnering closely with the accounting and finance team on a regular basis.
  • Be aware of and comply with all corporate policies.

 

Qualifications

 

  • Bachelor’s degree or equivalent in accounting, finance or business preferred.
  • CPP (Certified Payroll Professional) certification REQUIRED
  • Minimum 7 to 10 US payroll experience required, including 3+ years as a manager.
  • Minimum 5 years processing payroll in a manufacturing environment
  • Minimum 3 years multi-country payroll experience preferred.
  • Experience as functional business owner working with payroll systems and applicants such ADP, Success Factors and SAP.  ADP highly preferred.
  • Experience working cross functionally with IT, Finance and Business Teams on enhancements, implementations, and conversions.
  • In depth understanding of Project Management experience.  
  • Ability to deal with ambiguity and uncertainty in a dynamic environment
